What you can filter
1. Council district — cases we assigned a district (GIS/geocode). Some intersection-only locations stay unassigned; pair with a keyword if needed. 2. Case type — for example plats vs plan amendments, when you only want one lane. 3. Keyword — matched against agenda text we store (location lines, titles). Use fragments the city prints.

Setup checklist

Confirm with a known string from a live case if you use keywords. 5. Cancel anytime in the Stripe customer portal when you no longer need the digest.
Edge cases
- No email after paying — usually empty filters, or no new matching cases since ingest.
- Keyword too broad — “San Antonio” or “Street” matches noise; prefer a named road or subdivision string from the PDF.
- District filter quiet — case may lack a district tag; try keyword on the location line.
